Hold public servants and elected officials accountable to the rule of law

A republic cannot endure when its leaders stand above the law. To grant elected leaders immunity from prosecution and punishment is to invite corruption, to trade democracy for monarchy, and to render justice a tool of power rather than principle. No title, no office, no election should shield a person from legal accountability for unlawful actions.

The law must bind all, or it binds none. A nation that punishes the petty thief but protects the powerful betrays its founding ideals. To excuse wrongdoing at the highest level is to permit it at every level.

Project 2029’s policy platform is based on the bedrock principle of vigorously enforcing the rule of law for all Americans, regardless of wealth or leadership status. Our policies are designed to hold elected and unelected officials accountable when they intentionally choose to ignore, delay, selectively enforce, or violate the law. These include:

  1. Restoring Executive Order 13989, which establishes stringent ethics commitments for executive branch personnel by mandating that all appointees sign an ethics pledge committing to decisions made solely in the public interest and upholding the independence of law enforcement. The order also imposes restrictions to prevent conflicts of interest, including a prohibition on accepting gifts from lobbyists, a ban on "golden parachute" payments from previous employers, and shall include updated guidance enacting a five-year ban on participating in matters related to former employers or clients.

  2. Establishing an Office for Judicial Enforcement and Accountability within the Department of Justice to ensure that all federal court orders are fully executed and enforced, regardless of political status, ramifications, or position. Leaders who blatantly violate the law to achieve political or personal ends shall be referred for civil or criminal enforcement under 18 U.S.C. §§ 401 and 402 (Contempt of Court) to the Attorney General.

  3. Creating a National Truth and Reconciliation Commission to address grave constitutional violations perpetrated by government leaders, including unlawful attempts to suspend habeas corpus, federal usurpation of state control over the National Guard, raids that violate the Fourth Amendment, maritime strikes resulting in extrajudicial killings, and open defiance of federal court rulings and judicial norms. The Commission will have a mandate to recommend prosecutorial referrals for offenders, which will serve as a necessary deterrence for future misconduct, and propose legal reforms to bolster constitutional guardrails and prevent the normalization of authoritarian governance.

  4. Rescinding all Executive Orders and presidential memoranda designed to punish legal professionals and institutions for investigating corruption and upholding the rule of law.

  5. Directing the Attorney General to prioritize enforcement of the Anti-Riot Act against leaders who spread false information that incites imminent lawless action. The use of interstate or foreign communication (phone, radio, or TV) to knowingly spread false information that incites imminent lawless action is a crime. Prioritizing the enforcement of this law will deter bad-faith actors from provoking violence and lawlessness.
